Robert M. Soofer is a senior fellow in the Forward Defense practice of the Atlantic Council’s Scowcroft Center for Strategy and Security, where he leads its Nuclear Strategy Project.

Mark J. Massa is a deputy director in the Forward Defense practice of the Scowcroft Center for Strategy and Security at the Atlantic Council. Massa has contributed to Forward Defense programs and research on nuclear security and arms control, space security, and the Future of DHS Project.
