Adam Lowther and Curtis McGiffin, in a seminar titled “Dynamic Parity: A Nuclear Strategy for the Next Generation,” proposed a new nuclear deterrence strategy for the United States. They argued that the traditional U.S. approach is insufficient against the expanding nuclear capabilities and potential collaboration of adversarial nations like Russia, China, North Korea, and Iran. Their “Dynamic Parity” strategy emphasizes achieving a symmetrical nuclear balance in capability, capacity, and force composition with these adversaries to enhance deterrence, assure allies, and promote strategic stability. Implementing this strategy requires revitalizing manufacturing capabilities, overcoming regulatory hurdles, and a national commitment to adjust the U.S. nuclear arsenal accordingly.
